WAGE AND SALARY PROGRAMS

Pay decisions are never easy. Typically, they are born of a struggle among competing interests, as the employer tries endlessly to balance its need to attract good workers with its interest in keeping payroll costs under control. Pay issues are where psychology and economics come together, and this can be a very murky place.

Compensating employees for their contributions to the organization is one of the most critical tasks faced by an employer in managing its human and financial resources. Complicating this effort, however, is the variety of employee categories in any given organization. To ensure the most effective expenditure of its payroll dollars an employer may have to design and develop separate compensation programs for hourly, salaried, and managerial employees.

The design of a sound compensation program requires that an employer define what the organization and management wants to accomplish through the program. Special consideration must be given to developing the program's philosophy, objectives, and policies. Next, it must establish a compensation administration process that establishes responsibilities for those making and executing compensation decisions. With this framework in place, we can then address the specific elements of the compensation program, including:

ü Job analysis and job evaluation techniques which establish a baseline for a sound compensation program;

ü Developing the forms necessary for evaluating the specific performance of individual employee groups and maintaining documentation to support the conclusions;
